The next stage of the Hutt Street Master Plan
Adelaide is home to a diverse range of cultural boulevards, bustling main streets, laneways and neighbourhoods. Five of our main streets are currently undergoing development of Master Plans and a program of active engagement and activation, as part of the Main Street Revitalisation Project.
City of Adelaide has identified Gouger Street, Hindley Street, Hutt Street, Melbourne Street and O’Connell Street as priority main streets and is developing comprehensive plans for place revitalisation.
Stage 1: Entry Statement Project
As part of the Hutt Street Master Plan draft consultation, we received the community’s views on the vision, design principles and objectives for Hutt Street as well as the identified actions.
The City of Adelaide, with significant support from the South Australian Government is kickstarting the first stage of the Hutt Street master plan through the Hutt Street Entry Statement project. The project will deliver a series of medium-terms actions, which align with the vision of the street and will contribute to an improved public realm to revitalise the precinct as an interim solution to the master plan.
A $3 million grant agreement has been initiated between the Department for Infrastructure and Transport, and the Corporation of the City of Adelaide, with $3 million allocated to the Hutt Street Entry Statement project, which will deliver these medium-term actions to achieve the overall purpose to undertake main street improvement works, public realm and placemaking upgrades to revitalise the precinct.
The key deliverables of the Entry Statement Project as agreed with the Department for Infrastructure and Transport, and the Corporation of the City of Adelaide are as follows:
- Delivering an entry statement which will welcome residents and visitors to the city through Hutt Street, that echoes a similar treatment/artwork piece in the village “Heart of Hutt”.
- Wayfinding and lighting improvements between South Terrace and Halifax Street.
- Increasing greening and amenity through newly planted trees, entry statement plantings and landscape treatments.
- Creating a shared path along Hutt Road, formalising the Park Lands edging and increased amenity.
- Creating meeting places for locals and visitors
The project will be constructed in conjunction with the upgrade to the existing Park Lands Trail crossing and renewal to the road surface funded by Council to further strengthen the connection between Park Lands and Hutt Street as a city destination.

What are we doing?
Upon completion of the project, Hutt Street will have an upgraded southern entrance gateway with pedestrian and cycling connectivity improvements to welcome visitors to the Hutt Street precinct through the following works:
- The entrance into Hutt Street will be lined with newly planted trees, new footpath and shared-use paths with new lighting along the edge of the city’s Park Lands;
- Safety and access improvements to the existing on-road cycling infrastructure and parking;
- Commissioning of a series of public artwork to bring unique sensory experiences to the public realm, drawing visitors to leisurely stop, linger and explore Hutt Street and the Park Lands;
- Renewing the asphalt road surface along Hutt Road; and
- Upgrading the existing Park Lands trail crossing to a push-button bicycle and pedestrian crossing with a raised platform.
The proposed crossing is a collaborative effort from City of Adelaide and the Department for Infrastructure and Transport to provide safer outcomes for all road users whilst maintaining Hutt Road’s function as a major bus route. This will be the first signalised Park Lands Trail crossing, which supports the Hutt Street Master Plan, the 2012-22 Smart Move Transport and Movement Strategy and the Adelaide Park Lands Management Strategy 2015–2025.

Construction of Entry Statement commenced in April 2024, with an expected completion date in November 2024.

The entry statement for Hutt Street will create a memorable and sophisticated sense of arrival through the Hutt Road approach to Hutt Street. This involves creating a welcoming and accessible entry into Hutt Street precinct to attract visitors from the south and south-east of the city using different transport modes (pedestrian, cycling, e-scooters, mobility scooters). This would involve the delivery of new shared path along Hutt Road along with new lighting and greening to enhance the connection into the city and link iconic destinations and recreational facilities including Marshmallow Park, Adelaide Himeji Garden, and the new Victoria Park Wetlands. The entry statement will also incorporate a public art component, which is designed to inspire, engage, and reward visitors of all ages, abilities and backgrounds with the discovery of a range of innovative, bold, bright, lively, colourful, and immersive art experiences. This will contribute to attracting people of all ages and from all cultures to stop, linger and return to Hutt Street and the surrounding Park Lands.
There are numerous projects near Glen Osmond Road, which involves renewal of major stormwater infrastructure and intersection improvement. These works will affect the design of the proposed shared path and may result in re-construction of the path. To ensure a value-for-money outcome, the extent of new shared path along Hutt Road will commence from South Terrace to the crossing point linking Park Lands from both sides of the road. A safe and accessible transition between paths will be considered. The remaining 100 m of future path will be delivered under a subsequent project.
A ‘Place model’ approach is about doing some things quickly to make a difference, experiencing and evaluating what works, before investing in long-term change. It is based on listening to and asking questions of the people who live, work and play in our places to discover their needs and aspirations and then implementing solutions.
The scope of the Entry Statement project is based on feedback previously collected through previous public consultation and includes any trials required to understand the community’s view and response to potential changes currently proposed in the master plan.
As part of this project, we will actively seek for community feedback and utilise the information to help us with the development of the Hutt Street master plan.
The place-led approach to main street revitalisation for all five priority main streets has been underway since February 2021. Since this time, City of Adelaide has embarked on a targeted engagement program through Lord Mayor’s Roundtable sessions and conversations with dedicated Place Coordinators on each priority main street. Concurrently, data gathering has included focus group sessions, City User Profile Survey targeted questions and Residents Survey targeted questions.
Over this period, main street initiatives have been implemented to add vibrancy to each street and to trial and test new approaches that may be adopted in the longer term.
The Main Street Master Plan drafts were presented to Council in December 2021, with the draft long-term vision and objectives approved for key stakeholder and community engagement. We now invite the community to consider and respond to the long-term vision and objectives for Hutt Street as detailed in the draft Master Plan, including the Actions identified to realise the Vision.
Whilst the concept plans for the main street revitalisation project is underway, a series of medium-term actions will be implemented under the Entry Statement project as stage 1 of the overall Hutt Street revitalisation project.
To provide a safe working environment for the construction crew, traffic management will be in place, which means the number of traffic lanes may reduce from time to time. Parking along Hutt Road will also be closed during construction.
The parking conditions on Hutt Road are not expected to change at this stage, and each parking space will be adjusted to be compliant with the relevant standards. Two disability parking spaces will be installed on South Terrace for improved access. New lighting will also be installed to enhance nighttime safety for Hutt Street visitors parking on Hutt Road.
We will be planting 14 new street trees and an additional 24 trees within the Park Lands will be progressively planted.
A fully separated bike lane will not be provided in order to retain the current number of traffic lanes. However, improvements to the existing on-road cycle lane, such as inclusion of a buffer zone with traffic, will be provided with safe transition from on-road cycle lane to the new shared use path located within the Park Lands will be delivered as part of the project. This will provide cyclists with the freedom to either utilise the on-road cycle lane, or the shared use path, depending on their confidence and abilities in cycling.
The proposed upgrade to the existing crossing connecting Park Lands Trail on both sides of Hutt Road will be upgraded to a Bicycle and Pedestrian Actuated (push button) crossing with a raised platform. The new crossing incorporates a raised platform which will require vehicles to slow down as they approach the crossing, enhancing pedestrian and cyclist safety.
